ABSTRACT

This white paper presents an intelligent approach to modernising medium-voltage (MV) and low voltage (LV) electricity distribution networks through the integration of Internet of Things (IoT) devices and Outage Management Systems (OMS) as a scalable, sustainable alternative to traditional SCADA systems. Conventional SCADA solutions, while effective in transmission networks, remain costly, complex, and often impractical at these levels. In contrast, cost-effective IoT and OMS solutions, often described as the “Poor Man’s SCADA”, enable real-time monitoring, rapid fault detection, and advanced control without the
costly investment and operational overhead of legacy systems.

The paper examines key enabling technologies including Low-Power Wide-Area Networks (LPWANs) for long-range communication, fault current indicators for precise fault localisation, and edge computing for low latency processing and automation. Use cases and examples illustrate how these technologies improve reliability, response times and reduce maintenance costs. By enhancing real-time network visibility and supporting predictive maintenance, IoT and OMS solutions strengthen resilience and optimise asset performance. Ultimately, the paper recommends that utilities adopt these digital tools to drive efficiency, lower costs, and position their networks to meet future demands and competitive pressures. Through strategic implementation, utilities can build more adaptable, intelligent and sustainable power distribution infrastructure.
