Botswana Tourism Organisation Takes Accommodation Grading Digital
The Botswana Tourism Organisation (BTO) is responsible for regulating, assessing, and grading tourism accommodation facilities across Botswana, including hotels, guest houses, bed and breakfast establishments, game lodges, tented camps, self-catering facilities, and ecotourism establishments.
BTO conducts structured star grading assessments across the country, evaluating facilities against Botswana Bureau of Standards criteria, BTO’s own enhanced quality-based scoring framework, and responsible tourism and sustainability standards. The organisation plays an important governance role in maintaining national tourism quality benchmarks.
Challenge
Conducting tourism grading assessments across Botswana requires assessors to evaluate a large number of detailed criteria across different accommodation types, often while working in remote locations.
BTO’s grading framework incorporates between 400 and 500 assessment criteria per facility, together with quality-based scoring, weighted calculations, minimum requirement thresholds, responsible tourism components, and supporting photographic evidence.
As these activities were being managed through a combination of printed assessment documents, photographs, and spreadsheet-based calculations, BTO wanted to bring the assessment lifecycle into a more connected digital environment.
The organisation required a solution that could support assessors in the field, manage the complexity of its grading methodology, connect inspection information with photographic evidence, and provide tourism establishments with a structured digital way to engage with the grading process.
Objectives
BTO required a solution capable of digitising the assessment lifecycle while maintaining the integrity and complexity of its established grading framework. The organisation wanted assessors to capture inspection information directly in the field, automate weighted scoring calculations, identify minimum requirements, and generate structured grading reports from the information captured during assessments.
The platform also needed to support a customer portal through which tourism facilities could submit information, request reassessments, access guided self-assessment documentation, and engage with BTO’s grading processes. Given Botswana’s dispersed tourism geography, offline mobile capability was also an important requirement for assessors working in areas with limited connectivity.
Following a competitive evaluation process and a live demonstration configured around BTO’s operational requirements, Forcelink was selected as the preferred solution.

Solution
Forcelink was configured as a digital tourism grading and inspection platform designed around BTO’s established scoring methodology. Assessors conduct inspections using tablets, bringing assessment criteria, scoring, photographic evidence, notes, and supporting information into a single mobile workflow.
Pre-scheduled work orders guide each assessment and present between 400 and 500 structured criteria items according to the relevant facility type. Quality-based scoring inputs, weighted values, minimum requirements, and responsible tourism components are incorporated directly into the inspection process. Photographs, notes, and commentary can be captured during the assessment and associated with the relevant inspection criteria. Forcelink applies predefined scoring formulas and weighted calculations, identifies minimum requirements that have not been met, and supports conditional grading scenarios according to BTO’s established thresholds.
Once an assessment has been completed, the system can generate structured grading reports incorporating inspection information, photographic evidence, responsible tourism scoring, calculated star ratings, and relevant compliance recommendations. A web-based customer portal was also developed, enabling tourism facilities to log queries, submit update requests, apply for reassessment, upload supporting documentation, access guided self-assessment forms, and engage with structured workflows subject to BTO’s approval processes.
Together, these capabilities provide BTO with a connected digital environment for managing the grading lifecycle, supported by structured workflows, automated logic, and auditable records.
